The Windsor Locks Democratic Town Committee is a strong supporter of the Ella T. Grasso Memorial Scholarship Fund. The Windsor Locks High School Scholarship Committee chooses the recipients. It awards two cash prizes each year to graduating seniors at Windsor Locks High School:
1. The Ella T. Grasso Government Studies Award in memory of her distinguished career in government service, made to a student who shall pursue a post-secondary degree in government studies, political science, history or contemporary American studies
2. The Ella T. Grasso General Scholarship Award in memory of her dedication to the people of Windsor Locks. This award is made to a graduating senior who shall pursue post-secondary studies.
